Oriental Hotel is my favorite in Kobe. Charming with great ambiance and flare. This was my second or third time staying there. What I did not like at all is that when I asked for early check-in, I was told that there would be a JPY4,000 charge (!). I've traveled extensively, and nowhere in the world had I ever been asked to pay an early check-in charge. If a room were indeed available, it should be a courtesy extended to valued customers. I found it in really poor taste and not aligned with Oriental Hotel's brand.
