Casa Lucila is a fantastic choice
This is a wonderful small hotel with an exceptional staff. It is within walking distance to the historic center of Mazatlan and many fine restaurants, museums, art galleries, and beautiful colonial buildings. The rooms face the ocean, the sunsets are spectacular. Can't recommend it more highly.

The way boutique hotels should be
Casa Lucila was one of the best experiences we have had in a long time. The decoration is cozy (not too minimalistic, not too classic) and the hotel is very well maintained; everything was spotless. What really wowed us though was the service: the whole staff is friendly, attentive, polite and try to anticipate your every needs, always with a "can do" attitude. We had breakfast almost every day at the restaurant and the food was amazing, same great service. We had a massage session and the therapists were also great. The only two improvement opportunities we found were that the mattresses felt a little hard for our taste (we like softer mattresses though, so it may not be an issue for some people) and we didn't get daily water bottles, which was kind of odd. Something to consider about location: the hotel has a terrific view of the bay and is in a very nice location, but in our case it was our first time to Mazatlan and we found ourselves spending about $120pesos every day on cab rides to the more touristic part of town for some specific restaurants or activities. There are tons of things to do close to the hotel, but something worth keeping in mind. A couple of tips on your arrival: ignore all the people calling your attention on the exit of the airport, unless you want to invest 20min of your time trying to get sold a timeshare. Go straight out, the official taxi stand is right on the curb. Also, dont use the FX office there, they will rip you off.
