Discriminates against smoking guests

The first time we stayed I did not specify smoking in error. The room was very nice. No complaints. However, the next stay I booked. I specified a smoking room and was put in what has to be one of the worst rooms they have. Rusted light fixtures, chip in the tub, hole in the wall, and what looks like water damage on the ceiling. Now I pay the exact same amount for a room as a non smoker and do not appreciate being put in a subpar room. Why do not all of the rooms look the same???? Do they save crappy rooms just for smokers?? Discrimination!
