Pahrganj is a grunge hole. But for the buget price range (Delhi-style), Hari Piorko is pretty decent. Clean linens, clean towels, clean bathroom if you... don't look too closely. My room was large, bed was comfortable, and there was plenty of furniture for holding luggage or sitting. I didn't like that there was no window in my room. The fish tank was interesting, but it was grossly filthy and overgrown with Algae my first two days, but miraculously clean on my third. Food on the rooftop was ok but very overpriced and nothing special (although the rooftop garden is nice.) Location is great as it's a short walk to the New Delhi Train station and the New Delhi Metro Station, so it's easy access to anything else in the city. Although the neighborhood is dirty and unappealing, I will note that I felt safe enough walking from the metro through the train station and down the street to Hari Piorko as a solo female as late as 11PM; it's a very busy neighborhood where foreigners are not uncommon, which is a plus when you're traveling alone and don't want to be stuck in your hotel after dark.
