"It's not a hotel - it's a rooming house."
We stayed here one night only while enjoying the scenic Whidbey Island. The Inn at Penn Cove is an old house where a couple rents out rooms. The services, as expected are limited, but the owners take good care of the property and make an attempt to call the guests ahead of time to find out their arrival time. At $100/nite, there was no TV, coffe pots, but no coffee.We rented two rooms which were above a Thai Restaurant, so there was no commonspace or lounge, As a Bed and Breakfast, "breakfast" was an $8 gift card for a local place, which was really good food, but not within the general conception of Bed and Breakfast.Genuine Expedia guest review

"Interesting B&B but the owners are struggling"
We stayed in the Wisteria Cottage at the Inn at Penn Cove (not a room in the house). Charming neighborhood. Nobody there when we tried to check in - had to call hotels.com and get them to call the manager to come to the motel. Neighbors very friendly and helpful - found us a room at another place in case this manager never arrived. The cottage itself […] was in a small historic building that used to be a doctors office. Furniture barely minimal - comfortable bed and futon, kitchen and bathroom very clean, but carpeting had stains that could have been easily removed with a spray cleaner. No breakfast provided as owners live in Oak Harbor, but we were given $8 gift cards to a local coffee shop - which we didn't use since they didn't open until 9 am.The yard could have been better kept. "It's a B&B with a clean B but no morning B"
The room was clean, quiet and safe and I would stay there again, but I wouldn't recommend it to friends who are used to staying in traditional U.S. hotels. It wasn't exactly what you would expect of a B&B-- mainly because no breakfast was provided. Plus, the room had that strong 'old building' odor that is a cross between musty carpet and aged timbers […] and it was a little bit like staying at the home of a really old Aunt in the countryside.
