Wouldn't suggest.
Stayed for two nights but would have preferred to stay in my hostel. Wifi sucks big time! Killed three mosquitoes in the room and saw two others flying around. The only good thing about this hotel is the location. Close to Pavilion.

Basic but good location
Basic room but did the job. Breakfast was rice and sausage, unspectacular but fine. Awful wifi which is a basic thing to have these days. Reasonable for the price

Value for money
Hotel Sempurna is very conveniently located. It is close to the buzzing Bukit Bintang and just a little away from the crowds. The staff is helpful and the breakfast is pretty good. The rooms, although tiny, are very well kept and gives you an almost intimate feel. The bathrooms are good and so is the air conditioning. We thoroughly enjoyed our stay here and found it great value for our money.

Value for money; Good location.
If you read the reviews, you'll get a good impression: Tiny, but OK rooms and a breakfast buffet few get excited about (everyday cold beans in tomato-sauce served with cold sausages. There is a choice of rice [some days noodles instead], and you can toast bread: they have butter and orange-marmelade along with tea/coffee and some kind of cold red/sweet drink). If they just heated the beans/sausages, and served 2 eggs of your choice, this would be a good breakfast. It's still value for money, and not a bad choice if you don't mind living in a small room for some days.
