Great Value and Location
Staying at this hotel will put you within a 5 minute walk to the main train station in Kamata. From here you can go anywhere in Tokyo using the transit system. This hotel is also a 15-20 minute shuttle ride from the airport. The hotel itself is clean and friendly, I had no issues with this place and I will stay here again.

They have a shuttle from the hotel to Haneda airport which only cost 1000 yen vs 3000 yen for a taxi. It takes the exact same time by taxi or shuttle.

Good hotel
We stayed here because we were only in Tokyo for one night and needed somewhere close to the airport. The hotel is not far from the airport, but it's not necessarily convenient for airport travel either. A taxi ride won't be too cheap, but it's what we did. I had at least expected to use their airport shuttle service the next morning to leave, but it isn't free so it was cheaper to use the train to depart. However, this airport did have the best value of the nearby hotels so it might still be your best bet. It was clean, the staff was friendly, and the beds were comfy. It would be a good transition hotel with its mix of Western comfort with some touch of Japanese culture.

good for one night
Location: we needed a room close to Haneda, before flying out. Family of 4, I wanted to be close to the train station. Well, this station does not connect directly to the airport line (should have looked at it more closely). since I did not want to spend time on that I ended up booking their shuttle for 1000 yens each, kids too, which only saved me from trying to get a taxi in the morning. The ride was about 25 minutes. Otherwise, the neighborhood is a typical station setting in Japan, with small restaurants to eat at night and a couple of convenience stores. Room: of our stay this was the least clean (but Japan was clean, in general). There is a wifi which I did not use - our mobile was faster. the breakfast opens up at 7 which was a tad too late for us, but the staff was friendly to simply give us water and crackers when we were leaving (probably saw the kids). This room had the most space of our stay, though... :) even the bathroom was a bit bigger (not big) in a place where all things were tiny. If you need this stop from/to Haneda: sure, the hotel will do and is not expensive in the area.
